Shifting to a Tuesday or a Wednesday takes the edge off most of the year. Counted one day at a time, Obon is where that lever quits: the weekdays and the weekend days settle on the same level, so the date you pick inside the window barely matters.
We counted the 14 days the model tags as Obon, one at a time. They average Fairly easy against Normal for the year, 1 level apart. The 10 weekdays come in at Fairly easy and the 4 weekend days at Normal. Only 14 days come in under the yearly average, which is why the weekday trick fails here.
Of the 7 Obon days still ahead, the table lists the 7 quietest first. Sorting them changes the wording very little. Every level is an estimate made before the date, not a count of who walked in.

🤔 Why does the weekday go quiet here?
Most dates start from a weekday base, with the season and any run of days off added on top. For two windows only, New Year and Obon, the base itself is replaced by the height of the peak. Those are the two where the measured weekday difference all but disappears.
What survives the swap is a small bump for weekends and holidays; 2 public holidays fall inside. Because it replaces rather than adds, the low weekday never carries through.
